Measure B has funded: 39 modernization projects, 9 new schools, 4 multi-purpose additions, 8 wing additions, a district-wide phone system, and a myriad of other small projects. Measure B revenues have been leveraged, by providing matching funds for projects eligible for state funds, to provide more than $330 million for RUSD school facilities. State funds have been secured from propositions 1A, 47, 55, and 1D.Measure B began when RUSD performed a needs analysis of school facilities in 1999. In the fall of 2000, twenty-five community and RUSD staff members formed a Facilities Financing Advisory Committee to identify needs, set priorities, and review the potential funding options available. They developed a Facilities Improvement Plan (FIP) that identified $210 million in critical renovation and new construction projects at schools throughout the District. The FIP was approved by the Board of Education on May 7, 2001, and at the committee's recommendation, they called for a bond election to finance the plan. The $175 million bond measure was designed to meet Proposition 39 guidelines for passage by a simple majority, including a tax rate no greater than $60 per $100,000 of assessed valuation and accountability by a Citizens’ Oversight Committee.Ms. Cheryl Tavaglione organized and chaired an extremely successful campaign leading to the approval of Measure B.Three series of bonds have been issued to date: $60 million for over 30 projects in March 2002, $65 million for 28 projects in April 2006, and $50 million for 19 projects in April 2008.
